As Associate Vice President of SSC, Nancy M. LaCasse has provided legislative consulting and advocacy services on behalf of school districts and county offices of education throughout California for nearly three decades. In that time, she has been at the forefront of several major K-12 education reform efforts, including categorical flexibility, special education finance, career technical education, education technology, and school safety and risk management and is actively involved in ensuring increased state funding of the Local Control Funding Formula and special education through her work with the California School Funding Coalition and the Coalition for Adequate Funding for Special Education.
She has extensive experience working with school agencies in designing legislative platforms and strategic plans, drafting legislation, analyzing bills, assisting in the development of positions, and effectively communicating those positions both verbally and in writing to members of the Legislature, the Governor’s office, and other education organizations. She has more than a decade of experience lobbying at the federal level and annually leads a coalition of statewide education organizations to Washington, D.C., to advocate for increased education funding.
Her experience in public education policy and finance, coupled with her longstanding relationships with legislators, legislative staff, and other Capitol insiders is unparalleled. She often serves as a resource for legislators, legislative staff, and state agencies and is called upon by other state education organizations for her expertise on state and federal education funding issues.
She actively monitors and reports on the activities and actions of the state legislature and federal government and is a regular contributor to SSC’s Fiscal Report and other SSC publications. She is the author of Impacting the Legislative Process: A Practical Guide for Public Education Representatives, now in its tenth year of publication. She is a contributor to all of SSC’s annual state budget conferences and workshops.
Nancy serves on the Associate Member Committee of the California Association of School Business Officials (CASBO) and has served in various volunteer leadership roles in that organization. In 2013, she was featured in CASBO’s School Business magazine.
