Part-Time Faculty Legislation Waiting in The Wings. Governor Davis has not signed or vetoed AB 420 (Wildman, D-Los Angeles) yet (he has until October 10). AB 420 became the most controversial piece of legislation impacting community colleges this past legislative session. The bill as introduced would have provided part-time faculty with seniority rights to a job and pro-rata pay. The bill was amended to delete those provisions and now requires CPEC to provide the legislature and Governor with a study of those issues. If the study doesn't result in any action on pro-rata pay or seniority rights, faculty groups will be pushing AB 383 (Cardoza, D-Turlock). Cardoza introduced AB 383 to require community college districts to pay faculty on a uniform schedule based on training and experience - last February. However, the bill was held in the Assembly Higher Education Committee.

If Governor Davis vetoes AB 420 or if the study does not provide recommendations that would have a positive influence on the Governor's May Revision, expect AB 383 to become the prime vehicle for moving the part-time faculty agenda.
