Interdistrict Full-Time Faculty-A Concept That Should be Opposed. The Chancellor's Office presented a "concept paper" entitled "Interdistrict Full-Time Faculty" at its October 19, 2000 consultation meeting. The proposal as presented by the Chancellor's Office, suggests that faculty members working on a long-term, full-time basis for the system in multiple districts be afforded compensation and benefits comparable to regular full-time faculty positions, and security of employment that formalizes a de facto ongoing employment relationship.
The proposal contains numerous policy and administrative questions and concerns. Such as, (1) At what level should interdistrict full-time faculty be compensated? (2) Who should administer the compensation and benefits package? (3) Who should be responsible for funding the interdistrict full-time faculty supplemental compensation and benefits? (4) Should office hours and other responsibilities of regular faculty be required? (5) In what manner should these faculty positions be afforded security of employment?
After a lengthy discussion, all management groups and some faculty organizations expressed serious reservations about the implementation of such a proposal. While the Consultation Council agreed that this issue merits serious consideration, it felt that the new Part-Time Issues Task Force should take up the discussion and develop a proposal. The general consensus of the Council was that this issue should not be brought to the Board in December, but taken to the Part-Time Issues Task Force for development first.
It appears, however, that Chancellor Nussbaum will bring this issue before the Board of Governors at their December meeting. The Chancellor has been receiving direction from the BOG to find a solution to the part-time faculty issues. This proposal, which at this point is premature and not fully developed, is not the answer.
