Community College Share of Proposition 98 Funds. Community colleges
have always believed that Proposition 98 funds were split on the basis of
89% for K-12 schools and 11% for community colleges. In the first four years,
after the passage of Proposition of 98, the community colleges averaged 11.11%
of the split. Since that time, the colleges have averaged a 10.3% share of
Proposition 98 funds.
Although Proposition 98 does provide a minimum funding guarantee for K-12 schools and community colleges, the colleges' full funding potential has never been realized. If community colleges had received the funding differential between 10.3% and 11%, the system would have received a total of more than $2.4 billion in additional Proposition 98 revenues, todate.
