By the Way . . .

Richard Leib Elected President of Board of Governors. The California Community College Board of Governors has elected Richard H. Leib to serve as next year's president of the Board. Mr. Leib was the first member of the board of Governors appointed by Governor Davis, and is serving a six-year term. Governor Davis will be able to make five more appointments to the 15-member board in 2001.

Upon accepting the presidency of the Board, Mr. Leib stated, "I am honored to be elected as president of the Board during a time when we have a Governor who has focused so much of his attention on improving the quality of education." Leib's priority for next year comes as no surprise, since it is the same as Governor Davis-increasing the transfer rate from the community colleges to the University of California, and California State University.
