Faculty Compensation and Full-Time/Part-Time Hiring. Chancellor Tom Nussbaum's most recent e-mail update contained an interesting analysis of the compensation paid to community college faculty over the past nine years. During the period of 1991-92 through 1999-2000, the State provided community colleges COLA's totaling only 13.42%. During this same period of time the statewide average salary for full-time faculty increased by 24.9%. For the same period of time, the Legislature provided the University of California with faculty salary increases totaling 22.7%; and the California State University received salary increases totaling 23.5%.
The problem for local community college districts is that during the decade of the nineties they received very little discretionary funds, and substantial portions of their growth revenue was allocated to faculty salaries. In fact, salaries were funded by more than 11% above what the system received for COLA. Thus, insufficient COLAs forced the use of other resources such as growth funds to cover salary increases, contributing to the slow progress in another area.
