Assembly Speaker Hertzberg Introduces Education Bond. More than 100
bills were introduced on December 4, 2000 when the legislature returned to
Sacramento for a day of swearing into office all of the newly elected state
Senators and Assemblymembers. Included in the one day onslaught of bills
was the introduction of AB 16 by Assembly Speaker Hertzberg (D-Van Nuys).
This bill would enact the Kindergarten-University Public Education Facilities
Bond Act of 2002, to become operative if approved by the voters at the March
5, 2002 election.
There are no official bond numbers at this time because the legislation does not contain a specific dollar amount for the bond. However, unofficially, it is anticipated that the bond amount would be approximately $17 billion spread over four years. It is the intention of Speaker Hertzberg that the University of California, California State University and community colleges receive a differing allocation of bond funds, rather than the traditional one-three split for each segment. Expect UC and CSU to oppose the separate allocation proposal if community colleges receive more bonds fund than their four-year cousins.
