Bond Adoption at 55% Qualifies for State Ballot. The Secretary of State has announced that indeed the initiative to amend California's Constitution to lower the approval threshold for local agency general obligation bonds for school facilities from 2/3 to 55% has qualified for the November ballot.

Congratulations to all who made this possible. The initiative campaign is chaired by Governor Gray Davis, who recently announced that former Governor Pete Wilson would serve as honorary chair. The governors, along with Silicon Valley business leaders and State Senator Jack O'Connell, are the backbone of the campaign effort.

The Secretary of State's Office has also announced that four other initiatives have qualified for the November ballot, including the voucher initiative sponsored by former State Board of Education member Tim Draper.

The November election is sure to generate a lot of debate about education issuesCboth positive and negative.
