Vincent P. Brown Appointed Chief Deputy Director of Finance. Earlier this month Governor Schwarzenegger appointed Vincent P. Brown, 53, of Sacramento , as chief deputy director of the Department of Finance (DOF). Prior to this appointment, Brown served as chief operating officer for the State Controller’s Office and deputy executive officer for operations for the California Public Employees' Retirement System. Brown's recent appointment to DOF is not his first time with the department; his experience also includes two years as chief of administrative services.  Brown began his career in California state government in the early 1980s with the Legislative Analyst’s Office.
