Implementing the 2006 Bond Package: Increasing Effectiveness Through Legislative Oversight. The Legislative Analyst’s Office report on the 2006 bond package includes a review of higher education bonds in Section 6. This report outlines the major provisions of higher education bond funding, the Governor’s Proposal, and issues for legislative consideration. Such issues include: utilization of existing facilities in the summer, adequate mitigation of off-campus impacts, and local match requirements (referring to the community college process).
