California Community College System Gets New Vice Chancellor. Erik Skinner has been appointed Vice Chancellor of Fiscal Policy at the System Office of the California Community Colleges. Skinner is the former assistant secretary of fiscal policy for the Office of the Secretary for Education. From 1998 to 2001, Skinner was a fiscal policy analyst for the Legislative Analyst’s Office.
