Kindergarten-University Public Education Facilities Bond Act of 2008 Introduced. Assembly Speaker Fabian Núñez (D-Los Angeles) has introduced AB 100, which would enact the Kindergarten-University Public Education Facilities Bond Act of 2008, if approved by the voters at the November 4, 2008, statewide general election. The bond act, if approved by the voters, would provide for the issuance of $9,087,000,000 of state general obligation bonds to provide aid to school districts, county superintendents of schools, county boards of education, the California Community Colleges, the University of California, the Hastings College of the Law, and the California State University to construct and modernize education facilities.
