Commission on State Mandates
Executive Director Leaves Post

In a surprise announcement on February 14, 1997, Kirk Stewart announced his resignation as Executive Director for the Commission on State Mandates (COSM). Kirk's return to the Department of Finance (DOF) promotes him to a position that will utilize his expertise and knowledge of welfare programs.

Kirk's replacement will be named shortly. In the meantime, Paula Higashi (counsel on loan as COSM staff from the Attorney General's Office) will sit in as Executive Director. Kirk will be missed by those of us who deal with the COSM staff on an everyday basis. His calm manner, attentive listening skills, and conscientious responsiveness have helped reduce the multi-year backlog of hearing items to a manageable level, despite constant staff turnover and requirements of new laws. As he leaves, Kirk should know that his time as the head of the COSM is regarded as a success and that his leadership sets a standard to be emulated.
