Highlights of The September 12
Board of Governors Meeting

The California Community College Board of Governors (BOG) held its September 12, 1996 meeting at San Diego City College. All three of the members recently appointed to the BOG by Governor Wilson were in attendance. The new members are Thomas F. Kranaz of Los Angeles, an attorney; Roger M. Schrimp of Oakdale, an attorney; and Rosemary E. Thakar, of San Francisco, a business person.

Most of the items on the Board's agenda were informational in nature, not requiring final action. The following selected items highlight discussions or actions taken:

1997-98 Budget Change Proposals &emdash; Priorities for The Community Colleges

This item presents the 1997-98 budget change proposals (BCPs) for the Board's consideration (see page 176 for details). The Board adopted the BCPs as submitted by Chancellor's Office staff.

Capital Outlay Projects, 1997-98

This item presents capital outlay projects proposed for funding in 1997-98 from Proposition 203 funds. The projects that were approved by the Board have been sent to the Department of Finance for their consideration and inclusion in the Governor's 1997-98 proposed State Budget. The cumulative total cost for all projects approved at this time is $155,389,000. There are almost 100 projects proposed for funding in 1997-98, and approximately one half of these projects are only for "preliminary plan or working drawings," which means that construction and/or equipment funds will have to come from future bond acts. Because of the failure of the legislature to place a bond act for higher education on the November 1996 ballot, the next date for such a bond proposal would be the June 1998 primary election.

Nomination of Board Officers

This item presents the nomination of Board officers and the representative and alternate for the California Postsecondary Education Commission for 1997. The Board nominated Alice S. Petrossian as the sole-candidate for president, Phillip E. del Campo and Yvonne Gallegos Bodle for vice-president, Robert Alleborn and Phillip E. del Campo as CPEC representative and John W. Rice as CPEC alternate. The nominations were closed and final confirmation on a slate of officers will take place at the Board's November, 1996 meeting.

Chancellor's Office Personnel Changes

This meeting marked the end of Dr. James Albanese's tenure in the Chancellor's Office. Dr. Albanese had been serving in the capacity as Vice Chancellor for Fiscal Policy. He returns to his former position as Vice President for Business Services at Mt. San Antonio Community College District on September 16, 1996. Long-time Chancellor's Office staff, Gary Cook, will assume the role as acting-Vice Chancellor for Fiscal Policy for an undetermined period (probably until a new Chancellor is selected).

Chancellor Search Update

Board member, Robert Alleborn has been selected as Chair of the Chancellor's Search Committee. The first phase of the search process is scheduled for September 24 and will be done by a committee of ten persons who are responsible for initial screening. A letter was sent to the Presidents of the five constituent organizations inviting them each to appoint two representatives to serve on this committee. The constituent organizations include the California Community College Trustees, Chief Executive Officers, Student Senate, Academic Senate and Chancellor's Office staff.

After the Screening Committee completes its work, the Search Committee will conduct interviews, scheduled for October 10. The Search Committee consists of the Board of Governors Executive Committee (Vishwas More, Alice Petrossian, Joe Dolphin, Phillip del Campo and John Rice). The Search Committee will submit final recommendations for the full board's consideration on October 24. Allowing for final negotiations with the selected candidate, the Board anticipates announcing the new Chancellor at the November Board meeting.
