The Basics of School Construction and School Construction Accounting

About the Workshop

The passage of Proposition 51 has opened new opportunities for school agencies to access much-needed funding for new construction and modernization projects. In addition, new requirements—in the form of grant agreements and audits—for the use of these state bond dollars are in effect. It is critical that school agencies understand the nuts and bolts of school construction and funding before they embark on these construction projects. This workshop provides an overview of the timelines and approvals necessary for the construction and/or modernization of a school facility as well as step-by-step details on the basics of school construction accounting.

If you are new to school construction, new to the responsibilities of school construction accounting, or if your district passed a bond, plans to issue a new bond series, or anticipates receiving state funding for school facilities construction or modernization, you need the basics in order to get started on the right foot.

Topics that will be covered include:

  • Project planning, development, and approvals
  • Best practices
  • Getting organized and filing systems
  • Communication with stakeholders
  • Construction programs and capital facilities funds, including Proposition 51 state bond funds, developer fees, and LCFF/LCAP
  • Accounting system set up and the proper invoice coding
  • Budget development and monitoring
  • The nuts and bolts of closing out the project
  • New School Facility Program requirements—grant agreements and audits
