Revenue Limit Workshop

ABOUT THE WORKSHOP

Revenue limit funding has been severely reduced since the recession began, and yet it is the 
largest unrestricted funding source for local educational agencies. Whether you are new to 
revenue limits or a seasoned veteran, this workshop is for you. While the material is structured 
to benefit newcomers to the field, the workshop will be of value to anyone wanting to understand 
more about this year’s revenue limit  calculations. You will obtain answers to many question 
regarding revenue limits in California. Why do revenue limits still differ among districts? 
Why is an increase in property taxes not helpful to most districts? It has always been important 
to have accurate revenue  calculations, but it has become a challenge given the nuances of the 
deficits and deferrals. This workshop will provide you with an understanding of the elements of 
revenue limits so that you can make these calculations. 

This half-day workhsop, with an optional afternoon session, provides a detailed introduction to the
revenue limit calculation, the various revenue limit add-ons and ongoing reductions, the computation of average daily attendance, and charter school funding. The afternoon session includes an exercise using your district's revenue limit data in conjunction with the SSC RevLim Online software.

WORKSHOP CONTENT 

  • A brief history of school finance in California, including the impact of Serrano, 
    Proposition 13, and Proposition 98. 
  • The calculation of the 2012-13 base revenue limit, including the statutory cost-of-living adjustment (COLA), deficits, and “trigger” cut. 
  • The 2012-13 Budget Act and prospects for future year COLAs and how to plan ahead. 
  • Which average daily attendance (ADA) gets funded? Tracking from ADA reports to the 
    revenue limit forms, plus details of the declining enrollment  formula. 
  • The 2012-13 revenue limit adjustments. 
  • Calculations of property taxes, state aid, Education Protection Account, and the changes 
    for redevelopment agency revenues.
  • The apportionment cycle.
  • Cash deferrals—and when state aid is allocated.
  • The prospects for school finance reform.
