He draws from his experience as both an external and internal auditor to help districts solve budgeting problems and proactively address needs in the areas of collective bargaining, management structure and process, fiscal health, and chief business official searches.
Ronald W. Bennett - CEO
Ron has enjoyed a long career in public business and finance. He is among the state’s foremost authorities on school governance, budget management, school facilities, and collective bargaining. He previously served as Chief Financial Officer and Deputy Superintendent in Long Beach, Fresno, and ABC Unified School Districts.
Carol Ansier, CPA - Controller
Carol Ansier, CPA, Controller, has more than 20 years of accounting experience, including nine years in Public Accounting and the remainder in Private Industry. Carol graduated from the California State University, Sacramento, in 1987 with a degree in Accounting and obtained her CPA license in 1990. Carol joined School Services in 2009. Her background and experience provide her with the necessary skills to successfully manage all day-to-day accounting activities of School Services of California, Inc., and help steer the company properly into the future.
Jeff Bell, Director, Management Consulting Services

Jeff Bell, Director, Management Consulting Services, has served in the Education Unit at the State Department of Finance during three different Administrations, and he brings many years of education finance and legislative experience, most recently as an Assistant Program Budget Manager for budget, legislative, and policy issues surrounding the K-12 education budget. At SSC, Jeff provides consulting services in all areas of finance review and operations management. He is recognized as a top expert in the management of categorical programs as well.

Maureen Evans - Vice President
Maureen Evans, Vice President, has held positions at every level from school site to top-level administration, most recently serving as Assistant Superintendent, Business Services, in Little Lake School District. Maureen was responsible for all business and finance functions and served as a key member of the district’s cabinet. Her prior positions, including CBO in the La Cañada USD and Director of Budget for Long Beach USD, make her a valuable resource for educators in California.

Dave Heckler, Director of Technology and Legislative Services, brings a wealth of political and policy expertise to School Services of California. Dave has been with School Services since 2006, and provides SSC’s clients with valuable information on what’s happening in the State Capitol regarding legislative and budget matters.

Kathleen O’Sullivan, Director, Management Consulting Services, has been with SSC since 2006 and works with school districts to implement and maintain effective and efficient operations through innovative strategies. Kathleen works with school districts to strengthen program management conducting organizational reviews, shared services and efficiency studies, budget reviews, comparative analyses of school district resources and staffing, and facilities reviews.
Michael Ricketts, Associate Vice President
Michael Ricketts, Associate Vice President, brings more than 25 years of experience in public education policy and finance. Michael’s background includes serving for the past four years as Deputy Director of the California County Superintendents Educational Services Association (CCSESA) where he was responsible for state and federal advocacy. In the past, he served as Chief Consultant to the Assembly Education Committee, staffed the Facilities and Finance Working Group for the Joint Committee to Develop a Master Plan for Education, and as Interim Undersecretary of Education and Assistant Secretary for Fiscal Policy under former Governor Gray Davis.
