The 2022 Budget Act brought additional funding for facilities—particularly for the State Facility Program (SFP) as well as funding specifically targeted for preschool, kindergarten, and transitional kindergarten. However, the 2023 Budget Act either reduced or delayed these appropriations, and now the 2023-24 Governor’s Budget, released in January of this year, is proposing further reductions and delays. That said, the introduction General Fund appropriations changed the process for accessing cash through the SFP—at least temporarily. It is critical that school agencies understand what state funding will be available in the coming years and the basics of school construction and funding before they embark on the facilities projects these and other funding sources make possible.

Facilities projects require the establishment and/or support of existing facilities and facilities-specific fiscal processes. This webinar will provide an overview of the timelines and approvals necessary for the construction and/or modernization of a school facility, as well as step-by-step details on the basics of school construction accounting and overall program and project management. In addition, discussions are underway for a statewide facilities bond for this November’s ballot, and, as such, the webinar will offer school agencies updates on the latest happenings in the State Capitol as it relates to facilities funding.

If you are new to school construction, new to the responsibilities of school construction accounting, or if your district passed a bond, plans to issue a new bond series, or anticipates receiving state funding for school facilities, the basics are important to get started on the right foot. A clear understanding of the process is key to a successful facilities program and projects.
