Just when we think the Local Control and Accountability Plan (LCAP) is status quo, something changes. The 2024-25 LCAP will not only be the start of a new three-year cycle, it will also usher in changes to the template informed by the return of the full California School Dashboard (Dashboard). Therefore, local educational agencies (LEAs) must once again adjust to the latest LCAP evolution. To be successful under this accountability system, LEAs must meaningfully engage with stakeholders in the thoughtful review of student needs and the development of LCAP goals and actions, be transparent regarding the achievement gaps that exist in their schools, and use the resources provided to ensure that the neediest students are receiving increased and improved services.

This webinar will provide LEAs with an overview of the accountability system for those new to the LCAP process, and, for all attendees, guidance on the new template and changes brought by the 2023-24 Enacted Budget. There are numerous updates, from including students on the LCAP advisory committee and changes to the required goals and actions, to the introduction of the Local Control Funding Formula (LCFF) Equity Multiplier, which not only impacts the template, but also the accountability system as a whole. Further, the webinar will provide a step-by-step walkthrough of the template, including the action tables and the one-time, separate Annual Update for the current three-year cycle, as well as a review of the requirements for the carryover of supplemental and concentration grant funds. Lastly, participants will learn about the 2023 Dashboard and the latest news from the State Board of Education.
