As the Legislature digests Governor Gavin Newsom’s revised state General Fund estimates that includes an unanticipated $12 billion deficit and corresponding budget proposals for the 2025-26 fiscal year, final negotiations between them will most certainly impact TK-12 and community college districts as lawmakers sprint toward the June 15 constitutional deadline to pass a balanced budget. Their choices will not be easy and, regardless of the final outcome, larger economic and budget factors will continue to pose some risk to the state and to local educational agencies (LEAs).
The impending deal between Governor Newsom and the California Legislature will determine if the Enacted Budget appropriates the full amount of funding to education or if, as the Governor proposes, it delays any portion of the Proposition 98 minimum guarantee in 2024-25. Other key decision points include whether to:
Adopt the Governor’s proposed $1.7 billion TK-12 discretionary block grant as is or if the final appropriation will come with some spending restrictions or a different local allocation method
Appropriate funding for the implementation of new ethnic studies graduation requirements
Defer over $2 billion in local apportionments to cover the full cost of a 2.30% cost-of-living adjustment
Expand universal Expanded Learning Opportunities Program to include LEAs with at least 55% unduplicated pupil percentages
Lower transitional kindergarten classroom ratios and adequately cover the cost of doing so
