Updating the Local Allocation Policy (2023)

Shifts in special education funding, updates to the Education Code, and adjustments to the Assembly Bill (AB) 602 special education funding formula have resulted in the need for every Special Education Local Plan Area (SELPA) to review and evaluate necessary changes and amendments to their local allocation policy. Additionally, the three-year cycle for reviewing SELPA Local Plans and submitting amendments or updates to the California Department of Education has arrived, and all SELPAs will be required to review and update their Local Plan documents between June 2023 and June 2024. Given the increasing number of programmatic policy adjustments made via the Enacted Budget process, this webinar will consider the utility of an aligned local allocation policy that is separate from the Local Plan and can allow the SELPA governance council the flexibility to be responsive to changes in requirements, fiscal policy, and local practice without requiring a full Local Plan update every year. This webinar will offer tools and resources for local allocation policy discussions and strategies for organizing, reviewing, and updating the SELPA allocation model to capture new laws, local needs, and state requirements.

The presenters will provide tips to support the facilitation of transparent, student-focused, and fiscally responsible discussions with SELPA governance and interest holders. Multi-local educational agency (LEA) SELPAs will be provided resources to guide the governance council and LEA members in reaching consensus on the equitable use of local resources through a consensus-building process focused on the needs and outcomes of students with disabilities. All participants will be provided with effective tools to support building consensus, reaching agreements, and making decisions regarding special education programs and services. Facilitation strategies will be shared that ensure appropriate processes to support teams with conversations around shared interests, the equitable use of local resources in an inclusive, fiscally responsible, and collaborative manner, and managing the challenges of scarce resources and diverging local needs.
