DEFINITION:
Under the direction of the Executive Director of Educational Services, administer, supervise and coordinate all Early Childhood Education (ECE) programs within the District, including preschool-aged students with special education needs and pre-kindergarten programs (i.e. Transitional Kindergarten (TK)).
JOB RELATIONSHIPS:
Supervised by the Executive Director of Educational Services. Supervises ECE certificated and classified personnel as required.
ESSENTIAL DUTIES:
* Provide leadership to and direct supervision of all preschool and transitional kindergarten programs, including special education, in cooperation with the site principals, for the purpose of articulating and communicating with District administrative staff the goals and objectives of the programs.
* Provide leadership to and serve as a resource for the transition from preschool programs to transitional kindergarten and primary grades for the purpose of facilitating a transition plan for the District.
* Disseminate information regarding early childhood education programs to staff and the community for the purpose of informing and educating.
* Serve as the District representative to local, county, state and federal agencies involved with services to families with young children for the purpose of gathering and disseminating information of District services.
* Collaborates with site administrators to ensure quality of classroom instruction by monitoring and conducting regular observations and walkthroughs.
* Prepare in a timely fashion, appropriate applications and provide assistance on reports for all state, federal, and privately funded projects related to preschool education for the purpose of ensuring continued funding and complying with state and federal requirements.
* Initiate innovative ECE programs, such as State Preschool Program and Quality Preschool Initiative for the purpose of providing early childhood education to the community.
* Evaluates certificated and classified ECE and special education personnel as required.
* Prepare and monitor all budgets related to early childhood programs for the purpose of implementing and maintaining such programs.
* Serve as a liaison between the school, the home, and the community in building positive attitudes about learning for the purpose of ensuring communication between all service providers.
* Maintain own professional competence through participation in District, regional or state sponsored in-service activities for the purpose of ensuring the effectiveness of the programs.
* Assist other personnel as may be required for the purpose of supporting them in the completion of their work activities.
* Ensures the preschool environment is developmentally appropriate and supports the learning of all children.
* Communicates with District administrators, agencies, organizations, and state and county ECE and Special Education Local Plan Area (SELPA) administrators to coordinate activities and programs, resolve issues and conflicts, and exchange information related to ECE and Early Childhood Special Education laws, policies, and procedures.
* Plans and coordinates professional development based on current research in curriculum, instruction, and assessment to support ECE program objectives.
* Ensures compliance with federal and state guidelines and laws including Individuals with Disabilities Education Improvement Act, California State Preschool Program Title 5 guidelines, Department of Health and Human Services guidelines, Community Care Licensing regulations, Transitional Kindergarten, and those of other funding sources such as grants and specially funded projects.
* Makes recommendations regarding staffing needs for ECE programs and assists in recruitment efforts.
*Implements an accountability system in the ECE programs aligning instruction with the California Preschool Learning Foundations, using the Desired Results assessment system(s) and other relevant ECE programs.
* Establishes and fosters an adult learning environment by maximizing collaboration and adult learning to improve instruction.
* Perform other duties as assigned.

EDUCATION AND EXPERIENCE:
A Master’s Degree in administrative education or early childhood education is required. Training in child development education, teaching in or equivalent early childhood programs/elementary education programs and evidence of successful experiences.
LICENSES AND OTHER REQUIREMENTS:
* Administrative Services Credential.
* Valid California driver’s license and proof of insurance.
* Department of Justice fingerprint clearance pre-employment.
* Post offer of employment physical examination and drug screening clearance.
* Current X-ray or tuberculin skin test clearance pre-employment and every four years thereafter.

Salary Information: $127,105.00 - $151,575.00
