TransACT has partnered with the Council of the Great City Schools (CGCS) to develop a system of key performance indicators (KPIs) that local school agencies can use to compare their operational performance to that of other school agencies. KPIs are tools that are used extensively by private industry to measure how well an organization is performing—return on investment, gross sales, shareholder equity, percentage of net profit before taxes, percentage of market share, etc. The CGCS has now identified and defined more than 500 KPIs in the areas of finance, facilities, maintenance, operations, transportation, food services, human resources, and information technology—all of the non-instructional operations of a school district. Here are some examples of the KPIs they have developed:
- Year-end cash and investment balance per $1,000 in revenue
- Number of days to process a vendor payment
- Custodial cost per square foot
- Transportation cost per rider
All of the KPIs are available using web-based technology, which allows each local school agency to track progress year-over-year for each KPI and to compare its performance to a group of school agencies that it has selected. If an agency is not performing relatively well for a given KPI, the school district can drill down further to see which metrics drive that KPI and can model changes in the metrics to determine how its KPI measurement can be improved.
We believe that school districts across California can benefit significantly from having this information. Several of the largest districts in California, who are members of the CGCS, report that they have been able to reduce costs significantly as a result of using the KPI system.
