Understanding Special Education Maintenance of Effort (SEMOE) is essential to remaining compliant with federal Individuals with Disabilities Education Act (IDEA) requirements and avoiding negative fiscal consequences. This on‑demand basics course provides a clear, structured introduction to SEMOE concepts, rules, and terminology for practitioners who are new to SEMOE.

In addition to explaining how SEMOE is established and measured, the webinar emphasizes practical strategies for managing and monitoring SEMOE across fiscal years. Participants will view demonstrations on how to complete the SEMOE forms using the Standardized Account Code Structure (SACS) Web system, how to use the subsequent‑year tracking worksheet, and how program cost resource allocation calculations can impact SEMOE compliance.

This course is intentionally designed to serve as the foundational course for the Maintenance of Effort Monitoring—Beyond the Basics course. Participants are encouraged to complete this session first in order to build the knowledge necessary to fully engage in the advanced concepts, complex scenarios, and strategic considerations presented in Maintenance of Effort Monitoring—Beyond the Basics.
