The Local Control Funding Formula (LCFF) and Local Control and Accountability Plan (LCAP) are the backbone of the state’s funding and accountability system and therefore central to how local educational agencies (LEAs) fund, plan, and monitor services to improve student outcomes. As LEAs navigate declining enrollment, shifting resource needs, and increasing accountability requirements, a strong understanding of both the LCFF and LCAP is critical for effective fiscal planning and compliance.
In addition, significant changes are underway for the state’s accountability system as the State Board of Education is poised to change how LEAs are identified for assistance based on results on the California School Dashboard. This update will impact the 2027-28 LCAP, which also marks the start of a new three-year LCAP cycle.
This course provides a comprehensive overview of LCFF fundamentals and the LCAP process, including how funding is generated, allocated, and aligned to goals and accountability requirements. Participants will gain practical tools and strategies to support informed decision-making, compliance, and improved outcomes for students.
