TITLE: Manager of External Business Services (Confidential, Classified Management Position)
 

OBJECITVES:
Under the direction of the Chief Business Official, the Manager of External Business Services oversees fiscal oversight, compliance, technical assistance, and capacity-building services provided to school districts and external agencies served by the County Office of Education.
 

QUALIFICATIONS:
1. Five years or more experience in school finance, preferred.
2. Working knowledge of LCOE’s external oversight and advisory functions as they relate to district financial support.
3. Advanced experience in Microsoft Excel.
4. Proficiency in organizing, planning, and ability to work both independently and as part of a team.
5. Ability to maintain professional and approachable demeanor in behavior, and oral/written communications.
6. Knowledge of applicable State Educational Code and other applicable state laws.
7. Knowledge of principles, practices, and procedures of accounting, modern office practices and procedures, data processing, and good record-keeping techniques.
8. Ability to be flexible and adaptive to change.
9. Ability to establish and maintain effective working relations with program personnel.
10. Working knowledge of QSS and the Standardized Account Code Structure (SACS).
11. Ability to follow school and county policies and procedures.
12. Such alternatives to the above qualifications as the County Superintendent of Schools my find appropriate.
REPORTS TO: LCOE Chief Business Official
PERFORMANCE RESPONSIBILITIES:
1. Provides fiscal oversight, analysis, and technical assistance to school districts and external agencies.
2. Responsible for AB 1200 fiscal oversight for school districts, including review of district budgets, interim reports, multiyear financial projections, cash flow analyses, UAS, SACS submissions, and fiscal solvency indicators.
3. Reviews district external audits for compliance and monitors corrective actions from districts. Submits all timely audit information to California Department of Education and State Controller’s Office as required of the County Office.
4. Assists in the review of School District Local Control and Accountability Plans.5. Provides fiscal recommendations, communications, and reports related to AB 1200 to district leadership, County Office administration, and governing boards as appropriate.

6. Responsible for final approval of all cash transfers, budget transfers, payroll transfers, and journal entries for all districts, including all funds for LCOE.
7. Reviews and audits all CFR Accounts Payable as part of district fiscal oversight and compliance monitoring.
8. Assists with supervision of accounting technicians and retirement payroll staff in relation to external services to districts.
9. Provides guidance to districts regarding fiscal recovery planning, reserve levels, and long-term financial sustainability.
10. Responsible for the completion, verification, submission, and dissemination of Property Taxes for all districts, surrounding counties (as required) and LCOE.
11. Responsible for the training and oversight of new district Chief Business Officials, including fiscal practices, reporting timelines, and compliance requirements.
12. Issues monthly notices to districts regarding required fiscal reports, statutory deadlines, and submission timelines.
13. Coordinates and assembles all monthly Chief Business Official meetings.
14. Serves as the LCOE ESSCO representative and attends required trainings and meetings.
15. Serves as the primary fiscal liaison between the County Office and school districts.
16. Shares responsibility for the oversight, development, and updating of district Chief Business Official manuals and related fiscal guidance documents.
17. Ensures the Chief Business Official is kept informed of emerging fiscal issues, risks, or concerns affecting school districts, and elevates matters requiring county office awareness or intervention.
18. Accepts and completes other assignments as directed by the County Superintendent of Schools and Chief Business Official.

• Manual dexterity to operate a telephone and enter data into a computer using both hands.
• Communicate effectively in person and via telephone and other electronic media to individuals and groups of varying sizes.
• Facility to speak in audible tones so that others may understand clearly in normal conversations, in training sessions, presentations, other meetings, and on the telephone.
• Lifting, carrying, pushing, and/or pulling 51 lbs. maximum with frequent lifting amounts for non-humans.

• Weights over 51 lbs. should be with two people or machine assisted. Facility to drive a car.
• Mental acuity to manage, interpret, and implement the effective performance of tasks assigned; make considered decisions, evaluate results, and make determinations relative to the effective usage of the materials, information, and services.
• Maintain an appropriate personal demeanor during periods of heightened stress created by outside factors not always within the ability of the employee to control at the time.

TERMS OF EMPLOYMENT: Classified Management, 12 Months, 8 hours per day
EVALUATION: Performance of this job will be evaluated annually in accordance with provisions of the Superintendent’s policy on evaluation of personnel.


Salary Information: $79,226 - $119,847 Annually
