California compulsory education laws require student attendance. The Local Control Funding Formula (LCFF), the largest source of general purpose funding for local educational agencies (LEAs), as well as multiple other large sources of funding including special education, lottery, and mandate block grant funding, are primarily driven by average daily attendance (ADA). Instructional time and attendance accounting requirements play a critical role in generating ADA and maintaining funding, yet recent legislative changes and ongoing attendance challenges continue to make compliance complex.

This course, which is a companion to Instructional Time and Attendance Planning held in the spring, will provide a comprehensive overview of attendance accounting and instructional time requirements, including recent updates to law and policy. Participants will gain practical tools and guidance to support compliance, maximize funding, and ensure accurate attendance reporting across programs and student settings.
