Special Education Local Plan Areas (SELPAs) have historically developed funding allocation policies based on Education Code requirements, student needs, and regional resources. However, current funding resources and methodologies—including updates to the Education Code, shifts in special education funding, and adjustments to the AB 602 formula—require SELPAs and local educational agencies (LEAs) to reevaluate local allocation policies to ensure alignment with current laws and evolving local needs.
As LEAs work to expand inclusive practices while maintaining effective and efficient special education services, balancing regional collaboration with local priorities has become increasingly complex. This course will provide guidance, tools, and strategies to support SELPAs and LEAs in reviewing, updating, and implementing allocation policies that are transparent, student-focused, and fiscally responsible.
